Can anyone who has ever been there or better knows what life in major metropolitan cities in China are like shed some light on this ?

anything can happen once, it only mean something if it happens a lot.

suicide happens, it means something about japan because it happens a lot.

I trying to remember where I heard this, but in one culture a missionary went to suicide was unheard of; when he explained how his wife killed herself there response was "what a stupid thing to do". something not happening at all ever also means something.

Bystander effect. It's very well documented. The bigger the crowd, the more likely everyone is likely to assume that somebody else is going to act.

it's quite obvious.

we should assume that 1 billion people living in china approve of what happened in that video.

and that it never happens anywhere else.
