There are three primary and three secondary airports in the NYC area. The plane took off from Laguardia Airport. The pilot most likely could have made it to either Newark or Teterboro across the river, but thought twice and decided anything was better than landing in New Jersey.

But f4n4n lived 4 months in the City called NY and has been flying in and out of it... and has been to NJ and Newark and yes Newark sucks (hell lot of trouble getting there with all my stuff and the train, I like JFK way better, airtrain,subway to 59th and Lex to Harlem for the win!) but the good thing is, the Airport is freaking empty (when I was there, which was Thanksgiving 8o'clock).

And I think the main point of this landing in the water was, you have an air plain full of Kerosine, an engine that just failed you and a freaking highly populated urban area around. I think the pilot made the best choice he could make, avoiding NJ was just a bonus.
